Telespazio leads the development of MINERVA, ASI’s national project for GNSS monitoring dedicated to drones

Telespazio plays a central role in the development of MINERVA, the project entrusted and funded by the Italian Space Agency (ASI) for GNSS signal monitoring in support of drone and remotely piloted aircraft navigation within Italian airspace.

The initiative falls under Satellite Navigation for Civil Aviation and contributes to the implementation of both national and European regulatory frameworks related to the U-space concept, which governs the safe and efficient integration of drones into the airspace.

Within the project, Telespazio has led and coordinated industrial activities, developing innovative solutions ranging from historical and predictive analysis of GNSS performance, to monitoring interference and spoofing phenomena, and implementing a service center for data and communication management.

The project addresses one of the most significant challenges for low-altitude and urban flight: a complex electromagnetic environment prone to interference, which can compromise navigation and command-and-control communications. To tackle this issue, MINERVA aims to demonstrate the feasibility of an integrated and scalable monitoring platform capable of operating nationwide and interoperating with existing systems, while also extending surveillance capacity with the direct contribution of drones themselves.

This platform will enable real-time assessments and predictive services to plan missions in maximum safety conditions, anticipating potential signal degradation caused by natural phenomena such as ionospheric activity, as well as environmental and man-made factors.
