GMES is a joint initiative of the European
Commission and the European Space
Agency , designed to establish a European
capacity for the provision and use of operational
information for Global Monitoring for Environment
and Security.
Strong efforts on
GMES
have been spent to promote a user's service
driven approach rather than a technology-push
approach. In the light of this priority
to collect and strengthen the users’ requirements,
the main purpose of the current phase
of GMES is the gradual setting up of a
number of "initial GMES services", which
should move away from the short-term logic
of a "project" and evolve into truly long-term
sustainable services to the users.
IN 2005 the European Commission identified three Core Services
(CS) for which operational capacities will be in place by 2008.
These services are:
- Land monitoring
- Marine
- Emergency Response
Recently, the Seventh Framework Programme indicated new
application fields to be addressed.
They are:
Atmosphere and Security.
CS are Common Information Capacities for Europe, linked to
EU information needs in response to EU policies and international commitment.
CS are structured at European level while downstream
services include a wide range of geographically
and thematically specialized services.
As stated in the EC paper on Sustainable GMES governance,
CS are the common denominator that should facilitate the
development and operation of global to local downstream services.
Telespazio’s activities
in the GMES initiative ranges
from a role of service provider for a wide
variety of operational activities to a leading
role in the consortium coordination and
management as for the Land and Security
projects.
